An affordable delivery plan for Jersey’s hospital


Not only will a change of tack for the hospital benefit the island financially, but it can also release new sites for key worker and affordable housing to be delivered. 


At present the Gloucester St and Overdale projects are at the same position: both have submitted planning applications, in fact GS is still ahead as it has been considered by a planning inquiry and an Inspector has presented his report. A new minister for Planning would have it in their gift to reconsider the application and evidence available. 


By retaining the William Knott Centre and the Samares ward facility at Overdale and building a new mental health facility as per the 2012 plans, additional space can be created in the GS site to compensate for the concerns held by clinicians that there was insufficient space on the site under the smaller 2nd plan. 


There is also space on Kensington place to buy buildings in the future to expand into if need arises. 


The remainder of the site at Overdale can be used to build a garden village of  family homes for healthcare workers, the field could be used to create additional high value housing around an eco project, this would generate some additional funds to pay for the hospital build project. 


Work can begin at Westaway Court and on the hotel sites as soon as a delivery partner can be agreed - going out to tender across Europe. 


No additional work will be required on Westmount Road, therefore making a further saving circa £50m


There will no longer be a need to use the Old Les Q school as a temporary medical facility, therefore plans can be drawn up to create additional affordable housing on that site - saving £15-20m and meeting the need for homes within our community.
